If you are referring to Atlantic Flight Training at Coventry, they are hardly the first school in Britain to receive JAA approved status - OATS have been approved for almost a year and a few others for almost that long. I wouldn't believe too much of what you read in Flyer, it hasn't got that good a reputation for accuracy, particularly where the JAA is concerned.
