small confusion here methinks...
If you have your own private single engine turbine, you can indeed buy it and fly it anywhere in Europe, IFR at night, basically wherever you want.
What you CANNOT do is to charter said aircraft, or charge other people for the trip. In other words it is not seen as safe enough for public transport flights.
