Here's what R. W. Prouty says in "Practical Helicopter Aerodynamics" at p. 43:
The magnitude of the ground effect depends on the height of
the rotor above the ground...
Tests show that at one rotor diameter, the induced power is
reduced by only about 3% and at two diameters, no reduction
can be measured.
